she has a contract phone with 3, she has been cut off due to non payment she says she cannot pay the bill but needs her phone can she put an o2 pay as you go simcard in it and will it work??

The phone will only work with a 3 contract sim, either the original one or a contract sim that she can borrow from someone. It won't work on another network, either on contract or pay as you go. Even with another 3 contract sim, it probably won't work as 3 will have locked and barred the phone, in the same way as if it was a stolen one. There are alternatives and these are as follows:

1. Make arrangements with 3 to pay off the bill and settle the balance. They will then unlock the phone for your friend to use.

2. Buy another phone and sim. Your friend will almost certainly have to get a PAYG (Pay As You Go) phone, as 3 will have blacklisted her across all the networks. This will mean she can't get a contract from any network.

3. Borrow/buy a phone from a relative or friend. That is down to personal arrangements, finding a friend with a spare phone who is willing to lend/sell her one.

4. Buy one second hand from Ebay, Cash Generators, or somewhere like that.

In short, there is no simple solution, as your friend has not paid her bill and therefore, she has defaulted on her contract. Sorry, but there's no way around this issue, other than the alternatives listed above.
