Human nature - just the same as being told "don't touch the big red button that says 'Danger, Do Not Touch'" then you saying "what, this big red button?" as you press it!
Could be related to reverse psychology I suppose!

i usaully like to do it just to see if its really wet. if it is i like to write stuff on the wet paint. if its dry i just move on to the next sign that says wet paint.

I guess it's like an underlying invitation to experience what the other person has experienced. It usually makes for a humorous conversation.
