you said no, so that hurt and scared him away.
You need to explain why you said no.
If its because you're not ready to settle down and get married, tell him, what you want to accomplish or want him to accomplish before you get married. Tell him you'll wear his promise ring in the meantime.
Tell him you love him, and want to be with only him, and that he's the one for you, you are just not ready for the added pressure of marriage on your currently difficult and heavy life, but one day you will be, and you promise to make him a wonderful wife.

Try to talk to him.Maybe he think that you dislike him bcos of the propose.Try to say your true word that hide in your heart and I think he will understand.
