You don't need decorder. You just need a DVD rom drive with a DVD player program which usually come with the drive. Or you can use some other programs such as real player, nero, etc etc. Mind the setting for the area code of the DVD. Most DVD drive can set the area code for a few times only in its set up program.

well, there are actually two types.
one is a hardware decoder, which is built into a firmware chip inside the drive itself. If your drive has a hardware decoder, you should be able to watch DVDs without any additional decoding software in a standard media player (WMP, Realplayer, etc...)
The second is a software decoder. These are available for free on some manufacturer's websites (just go to hp, or compaq, and plug in a model with a dvd drive, and install the software for free!)
Or, if you're feeling a bit rich, you can always spend 30 bucks on WinDVD at Walmart. Also, check http://www.wmplugins.com for software DVD decoders, they usually have a couple. usually they're no more than 20 or 30 bucks.
If you're feeling cheap, you can also use a free download utility like LimeWire (Http://www.limewire.com) to search and download a cracked copy of the software.
Most aftermarket Drives come with some form of a decoder in the package (WinDVD-LE, Sonic, RealDVD, etc) that should work if you're wanting to watch movies. Keep in mind, if you don't have a hardware decoder (commonly found in regular set top DVD-Players, not computer drives) you'll need to use a software decoder.
Another option would be to have a dual-boot system in which you run a linux distribution and windows (I say windows, as half the planet uses it anyways) with linux, which comes in many flavors and pretty colors, almost everything is free. Some companies may charge you for a distribution that supports many different types of hardware, but ALL linux distributions have a free alternative, a stripped down version. ANY LINUX SOFTWARE IS FREE! you may have to compile it yourself, but it's available freely for everyone to use and make better.
As the other guy said, the commercial version of NERO comes complete with a software dvd decoder, as well as reauthoring software, so you can make your own DVDs from home movies, film clips you download, etc... it normally runs about 60-80 bucks depending on the supplier, or you can download a demo version for free, and upgrade by purchasing a license from Ahead Software.

you need a dvd rom and dvd player software i use cyberlink powerdvd you can buy this software online go to google and type cyberlink power dvd you'll find the site and buy it off there or see if a buddy has a copy you can use any dvd player software

have a dvd driver. and install that dvd's driver program. then you can watch you dvds.

DVD drives usually come with something, otherwise get something like videolan http://www.videolan.org this will play dvd.
