They can ask your permission to obtain references (as many as they like). If you don't agree to this you won't get teh job.

If you have a particular previous employer you don't want them to contact you can specify this. But be prepared to answer the question why?

Your employer cannot request records from past employ and are very unlikley to want to do so as this is a legal minefield.

also depends on the employer and how much they care to look into your records. if you have numbers or addresses, they might call them or visit. Jobs with secret clearances or TS require them to track you for many years.
