Head to the city of Dolanaar in Teldrassil. I believe he is in the building to the north. (The spiraly one) Head up the stairs and he should be right there. Hope this helps!

Another easy way to figure out where to buy one is to ask a guard for directions: Select professions trainers, then select skinning. There's usually a merchant right next to the trainers selling the tools required for said profession. And this way it'll show up on your map so you'll know exactly where to go.
Edit: I should mention this really only works in major cities and starting areas where the guards actually speak to you. I was thinking for some reason you were looking in Darnassus. But Benny's answer looks correct; been awhile since I played a lowbie night elf so I forget. :p
