May be they are growing or shrinking due to weight loss or gain or maturity...
when they either shirk or grow, the muscle tissues expand/ contract which is creating stretch. Because the muscles are stretching internally the side effect is making it itchy externally.

aside from having dry skin you also might what find out if you are produce "Witches Milk" which is a laiterm for milk that is lacking the hormone to make it real milk for infants. Sometimes producing that can make your nipples itch as well.

im pretty sure breasts can be tender or itchy when changing in size (even small changes) . its quite common in adolescents.
