Which one is more proper?

You're welcome, I believe, is proper. I prefer "It's my pleasure."

is it the response to a "thank you"? It is used as an adjective meaning "received warmly". But if its the greeting word as "extending one's hospitality" then it would not be proper I think to have an "ed" courtesy or hospitality never ends so it would not be proper to say "you are welcomed."
I think like the "you're invited" phrase is now not often used or replaced by "a cordial invitation..." or "you're presence is most welcome"

Your Welcome.. why would you want to show someone appreciation by using a past tense verb?
