Demi Moore says it in "A Few Good Men". The dialog is something along the lines of: (when asked why she liked the defendants so much) "Because they stand on a line, and they say 'no one is gonna hurt you tonight, not on my watch.'"

Of course, it's probably been said in other movies too.

Probably the quote your thinking of is Ed Harris in Apallo 13. He states it while talking about saving the crew. I think that after Apallo 13 it started getting used more.
