It depends on the question. If it's a question about life in general, I think most of the answers will be similar. But if it's a question like "what is the most reliable car make to buy?" a person from the US or Canada might say Chevrolet, but if the person was from England that wouldn't apply to them since those cars are not available there. If the person asking the question was from North America, a person from Europe might say Peugot or Vauxhaull (european car makes).
It depends on the question, but since it's hard to tell what country the person is from, I don't notice much of a difference.

Because you're asking a person not an encyclopeda you will get a different answer from each person. Each person will have a different way of answering a question but the same person shoud react to the same question whereever they are. So no, but you will get a different answer if you will get a diffent answer if you ask a different person.
