why do meterologist use the number 9 to find the average for the temperature?

I have no idea what you mean. To get an average I just add up all the observations and divide by the number of observations. I am pretty sure that's how most if not all meteorologists do it. Should the number of observations be 9 then I will happily divide by 9 but if it is, say, 73 then I won't use 9 at all.
