The government with the least laws, governs the best.
Henry Thoreau
Do not keep insisting on laws. Public conscience gets eroded, and everyone is looking at which laws are to be followed before he steps out of bed; before he steps out of the house. I think a committee should be set up to remove the unnecessary laws. Why have laws for seat belts when the speed of traffic in the city is 20 kmph? You will reply that it is to prevent deaths in motor accidents. This is not the reason why the law for seat belts has come in. The seat belt manufacturer has approached a politician friend and asked him to get the law passed. If not that, it is the police department that is falling short of funds. The law is passed and targets are made for various sections of traffic police who fine the public just to achieve their targets. The higher ups gloat on their figures. This is life. There is more than meets the eye.

Justice system is important pillar of democracy. When a politician right is affected, he makes hue and cry. Actually no one will involve himself in corruption if he knew that he will be caught and punished. We must study the British system and make laws to strengthen honest judiciary.
The reply to your question is that no law will be effective unless people have zero tolerance for corruption.

i don't know if that would be prudent. Because many times people are politically prosecuted making them criminals. Imagine trying to keep Nehru and Gandhi from trying to run for electins (they were imprisoned for breaking the law)

Who will implement the law. Again you have same crooks as politicians and police who are supported and appointed by those criminals. It is impossible and too late.

tough question. it seems that it does not work well here in the U.S. because some of the criminals enter into politics and then someway get into some form of government. maybe that India could learn from our mistakes
