A bit of a tricky question--so many people speak it as a second language everywhere. It is one of a number of offical languages in many countries, however the majority of the people may not use it regularly. India, which would be number one, is just such a case of the latter.
I'll assume that India counts; In that case, I believe it would be:
1) India
2) The U.S.A.
3) Nigeria
The Philippines comes fourth. Next would be the U.K. (That's size by population--size by area would be, with no contest, Canada, The U.S.A., and Australia, in that order.)
