Ive looked at two places, and they say opposite. Wikipedia says lower is better, but then the New Corsair Dominator is rated a 5-5-5-15 Latency, and Wikipedia said 2-2-2 is faster. So which is it? I know its the amount of clock cycles it takes to process the information, so, it seems logically the lower the better. But, if thats the case, then how is the Corsair Dominator rated pc 8600 as well as the fastest DDR2 Ram available when its 5-5-5-?

Its the new Ram that Corsair came out with. Its rated PC 8600 and is the fastest DDR2 ram available. I mean, if its better for lower Latency, then, why doesnt it have a 2-2-2 instead of a 5-5-5?

Speed and timings are two different things. The speed is the time between clock cycles and is measured in Mhz. The latency is the number of clock cycles it takes to process the data. Higher Mhz is faster than lower Mhz, and lower timings are faster than higher timings, so Wikipedia is correct that 2-2-2 is faster than 5-5-5. But, because of heat and power reasons, both speed and latecny tend to go up and down together, meaning the higher your speed, the higher your timings, and the lower your speed, the lower your timings will be. The Corsair Dominator has a very high speed in Mhz, but consequently has higher timings. When calculating overall speed of memory, generall the Mhz is looked at first and then the timings are looked at second. So if two RAMs both have a clock speed of 1000Mhz, but one has 5-5-5 timings and the other 4-4-4 timings, the second would be faster. But if one had 1000Mhz with 5-5-5 timings and the other had 667Mhz with 4-4-4 timings, the first would be faster overall.

DDR has low clock speed and fast timings so DDR 400mhz with 222 timing are fast but DDR2 is different.
DDR2 has fast clock speed and loose timings so DDR2 800mhz has a fast clock speed so it needs a loose timing which is the 5-5-5. Dominator is super fast so if that is what you are debating go for it.
To answer the latency question, the lower the better.

latency=The minimum time required to move data from one point to another.

Therefore, the lower the latency the better. I have no idea about the second part of your question, but lower latency is def. better.
