I'm a meteorologist and I haven't heard of that before, but some may do so. Instruments are not very accurate and there can sometimes be small flucuations in temperature due to local features, so that is probably why you would want to measure several times. There is also the human error factor.

The more you measure, the more accurate you are.

Just guessing, I would say they were looking for the median average. The median average is where figures are laid out in numerical order and the one in the middle is the average. (The mean average is where all figures are added together and divided by, in this case, nine. The mode average is the one that occurs most often.) That fact that the temperature was measured an odd number of times plus the fact that it did actually occur, leads me to believe that it was the median average they were after.

because with one testing they're only partly sure, but with 9 measurements, there 9 times as accurate
