I think it had the opposite effect actually.

When it was initially cancelled the news reports in other countries said it was cancelled because of:

1. Terror warnings (PI couldn't cope with security)
2. The building wasn't finished (PI couldn't build a venue in time)

They also said that the typhoon cancellation reason wasn't true, it was just a cover-up for the other reasons.

There was more reporting of the mis-management of the event than anything that actually happened at the meeting.

Well, for one, the Philippines got free international exposure and was able to showcase the country to visitors from many countries. This benefitted the tourism industry and could eventually have a long term effect. The government also stands to benefit from mutual trade agreements and the opening up of other countries to trade and services, such as nursing.
