OK multiple answers since you didn't provide a lot of details in your question, like her age, are you trying to budget under a certain dollar amount, etc.
If you think she is sexy and would love to date her:
Get her a suggestive gift like, a gift cert to a lingerie store, or some sexy smelling body wash/oil set.
If you sincerely value her friendship and want to do something special:
Customize, customize, customize, Get her a keepsake. Something which could have her birth-date and astrological symbol on it, maybe from a mall, like towels, clothing, key chains, teddy bears, etc..
If it's her day and you want to do something nice but you don't wanna send any wrong messages:
Go for the laugh factor, something Spencer's would sell at the mall (if you have a Spencer's near where you live), something like old fart pills, or poopy flavored bubble gum, etc.
Whatever you do, get a card! Also think about the conversations you have recently had in the past. Did she mention she loves a TV show (buy her the DVD), mention she hates work (buy her an entrepreneurial book), etc.

depends what sort of friend she is, eg girl friend, or just normal friend, my gf like to be taken out, nice dinner or something. what does she like? and are you interested in going out with this girl?
if she is just a girl who wears girly clothes and like going to the beach, then i would get her a nice necklace or a braclet, (silver).
but at the end of the day, to give u a better answer you would need to post another question and tell us about her and what she likes and weather shes just a friend or potential girlfriend.

Well it depends what kind of things she is in to. I usually just buy my friends beauty pamper packs or beauty therapy vouchers but if she is not into that kind of thing you could always just get her a cd or a gift voucher for her favourite store.

if you want to start a romantic relationship then give her two dozen roses, take her out to dinner, and a movie( a chick flick, pick an especially boring chick flick) . otherwise, stick with one of those funny cards that play entire songs, from Hallmark.
