If you are using a contraceptive, then that may be the source of the problem. And changing contraceptives may be the solution, particularly getting a different progestin (progesterone-like substance), because progesterone more often causes breast swelling and tenderness. If you are not on contraceptive you should verify that you are not pregnant.
