well that depend if the girl likes her back or not if she doesn't then tell her but don't be harsh if you would want to be friends if you do like her then tell her start a relationship

if she likes this girl then she should flirt with her and see where it goes. if she is not a lesbian or she isn't interested, she should explain to the other girl so as not to lead her on.
