in a person when they do something so bad and weird that you cannot comprehend why that person might have done that? A family member did something so weird and scary that I cannot understand...it haunts me to this day and I would ask her but I know it would hurt her and it hurts me just thinking about it.

Without more information on what they did, it is impossible to say. People do a lot of very strange things everyday, that although society may find strange are harmless, just odd. Something violent, or done to harm another for fun would be a different story. But if it is really bothering you, talk to someone, if not someone you trust, someone anonymous that you will never meet, this way you get to discuss the issue and most times that helps you to feel better.
