It's like the extra nine tenths of a cent you pay at the gas pump... people who give you their two cents worth HOPE you won't notice you got shortchanged a penny.

they mean completely different things... "penny for your thoughts" is self-explanatory while "put your two cents in" comes from the celtic, "pewter do censon" or "a foot in the a$$" so when you say, " put your two cents in" you are really saying, "up yours"
