How are local governments supposed to raise funding? Property taxes go mostly to pay for services at the local level like roads, schools, firefighters, and police. How would this lost revenue be replaced?

It will only make the rich richer and the poor poorer...they will have to raise taxes some other way such as sales/gas/sin taxes. Property tax/income taxes are called "progressive taxation"...which place more of a burden on the rich. Sales/gas/sin taxes are "regressive taxation"...which place more of a burden on the poor.
