That was captain Barbosa form the 1st Pirates.
He stole the black Pear form Jack, after they found the treasure.
There was a mutiny on the ship and Jack was marooned on a deserted island, where he escaped by hiding away on a cargo ship.
Barbosa died n the 1st movie in the end, so i figure the witch lady brought him back, i cant wait to see what happens next, oh and the monkey originally belonged to Barbosa, which he named Jack.

This is like seeing the last five minutes of a tv show and saying to the person that watched the whole thing, "ok now who is that guy?"
The pirate at the end is Captain Barbossa, Jack's first mate at one time until he led a mutiny against Jack. See the first movie for more details.
It's odd that this is the only person you ask about since about 90% of the cast is from the original movie and most of them only make sense in this movie by knowing their parts in the first movie.
Seriously, go rent the first movie. All your questions will be answered there.

First of all...I find this an odd question. Why not just watch the first movie, silly folk??
Anyway, at the risk of spoiling for others, the man at the end is Captain Barbosa, the original 2IC of the Black Pearl who got the crew to mutaniy against Jack in the first place. He played a huge part in teh first movie, and (as the token bad guy) was killed.
...I'm glad he's back ^_^
But, seriously....go watch number 1!!!

He's Captain Barbossa, the "bad guy" in Pirates number one. At the end of the first movie, Jack Sparrow stabbed and killed him. But during the second movie during Jack's visit to Tia Dalma, you see a pair of boots lying on the table. I can only assume that this shows that Tia Dalma did something to revive him or something.
So now, Captain Barbossa is alive and well, and now, a good guy, who's going to go save the man who killed him. Bizarre...

Barboosa the Captain of the Pearl contained in the first movie, he marooned jack on that god forsaken island two times. I also heard that he become an same guy that performed davey jones. THe apple become major too. HE supposedly died contained in the first movie.

In the first movie, That guy was the captain of the rival pirate ship, and they turned into sketetons and stuff and I THOUGHT he died. I'd reccommened watching the first movie. (It's better anyways) It'll answer a LOT of questions!

Captain Barbosa... he was Captain of the Pearl for a while and actually died in the first movie so it's a big mistery as to how he is alive.... you should watch the first one... really REALLY good... better than the second in my opinion...

Barbossa
He was the villian in the first movie. He was Jack Sparrow's first mate that betrayed him in the first movie. In the first movie he, along with the whole crew was cursed with being partly living dead. They looked human in sunlight but looked like skeletons in moon light. At the end of the first movie he was uncursed and killed by Jack. He's eating the apple in the end of the second movie because in the first movie he was lamenting that as one of the undead he couldn't enjoy eating an apple.
