Theres an auction with BIN and bidding, but the seller said she would add best offer option in if she got a good offer from an email. If i bid to make sure there is no BIN, can she still put a best offer option in?

No, after someone bids the seller is unable to make changes like that on the item.

No. Once there is a bid, there cant be a best offer. The Buy It Now offer could remain, only if there is a reserve, otherwise the But It Now option also goes away with a bid.

She will probably cancel the listing and take the best offer. She could do this through ebay by setting up a listing for the buyer (this can be done through easy communication through skype or IM) if not then just through another way or third party.
