First, look at the root of twenty-one. Twenty. Do we say tenty? No. So, there has to be a way to say it. 11 and 12 are the only 2 numbers that break the pattern of the base-10 number not being anywhere in the number. 13-19 are reversed, with the "teen" being the base 10. So I guess by that logic, 11 should be oneteen and 12 should be twoteen.

Probably for the same reason the past tense of "go" is "went"; it's an etymological leftover from an older form of the language, or even another language.
