Same thing happened to me. I went to the police post, requested them to write an NCR (non cognisable report). Took NCR and my ration card and their photocopies to the election commission office. Stood in a queue for a few hours, got myself photographed by them and got a voter ID card soon.
Voting is your right as well as duty. Get the card as soon as possible. Best of luck
