is there really a black market in Los Angeles? where would it be? how do they run? like underground? abandoned railroads? like the movies??

Anything sold without paying taxes is considered a Black Market. Even if what is being sold is legal (such as shoes), if the seller is not charging or paying taxes on it, it is considered to be sold on the Black Market.

Usually a black market is not an actual place. It can be anywhere where the selling of illegal goods is taking place. It could be in your back alley, or at a busy mall (the latter less likely). So it's not a real physical market.
