If you are talking about only the American Civil War those two states would be Virginia and Tennessee respectively.

Civil War Battles would be Virginia and Tennessee. Virgina had 123 battles and Tennessee had 38 battles.

Virginia = 123
Tennessee= 38
Georgia= 31
Missouri= 27
Louisiana= 23
