It has something to do with hex numeric....

If the numbers, IED4, 60F3, and OD8A are hexadecimal (base 16) then the binary representation is

1ED4 = 0001 1110 1101 0100, then sum (count) the 1's digits in each hex value to get the result, 1331.

then 0D8A = 0000 1101 1000 1010 = 0312,

I think you wrote down 60F3 incorrectly or its result.
