Not really. Some chemicals "claim to rot it out" but it is a money grab. So I don't pay them no mind. The tree stump is basically alive - it is just missing the upper part. Call it severely pruned. What I do is cut as low as I possibly can to the ground(even dig the earth away around it so I can get the saw down lower and cut a flat top. The lower the better. Because if you get below the general ground surface around it the sooner you can forget about it. Because once you have cut it low - then you put soil on top of it and make the surface even. Roots are not important. You may even try to put grass seed in the dirt that sits on top. And keep it moist. There are microbes in the dirt that start to attack the dying stump. One of those "bugs" is fungi or mushrooms. Let them grow as they help the rotting procedure. This canl go on for several years depending on the size of the tree, and the climate you live in(rainy west coat where stuff rots really fast or arid desert land that sees hardly any rain. I have planted fruit trees right beside cut down fruit trees - the roots figure their way out through the dirt and may even assimilate the dying stump roots as they have nutrients in them. That is why when a forest burns down (or is cut down in a logging operation)another grows near, in its place - there is no need to pull out stumps or roots(as eventually they will become soil again.. There is still adequate dirt for another couple of trees. Everything rots as a part of the natural cycle. Keeping it moist speeds up the process.

The best way would be to dig it out. If you dont feel like going through all that hassle, Just dig a trench around the stump ( approx 1 foot deep) then set the stump on fire. You will have to make sure you burn it to ashes.

if you don't want to pull the stump out then this works for any tree stump . drill a number of holes in it lots of them deep all over and it will rot much faster.

drill holes in the stumps. next mix gas with a lot of styrofoam you will need a lot. mix well advoiding fumes then spread mixture on stump. light stump with a long pole and get away this mixture will burn hot and long

Elbow grease. Get a shovel, expose the roots, get an Axe, and chop the hell out of the main roots. You'll feel tired, exhausted and great when you're done.

Backhoe & chains.(an excavator is the quickest if thats handy....)
