Without congress approval he can send them there for 60 days max. But he either needs to pull them out or have congress approve by the 60th day.

He doesn't need Congressional approval, because this is an ongoing war, and the only way Congress can stop him is by cutting off funds. But doing so will only cripple American military strength, so Congress won't do it.

Yes. He is Commander-in- chief. Congress authorize war and funds it. The president runs the war.
