Some things you can say
"I am in the process of learning."
"I am progressing with my studies."
"I am a work in progress."
"A work in progress" is a phrase which means some project (work) is not yet completed. "In progress" can only apply to a noun, and it hardly ever shows up except in that one exact phrase.

No it is not a fragment.
A fragment is an incomplete sentence.
"I'm" is the subject, "learning in progress" is the predicate.
"I'm learning" can also be understood and is complete at the same time. As long as the phrase has a subject and a verb in "ing" form, it is a complete sentence and is understood.

No, it has a subject (I) and a verb (am learning). It's a complete sentence - albeit a bad one.
