I think it was Michael Savage, the Kalifornya radio commentator. I think it was a blend of 'People being led by clintonism lies like sheep being led to their slaughter' or something like that. thus, 'sheeple'.

Don't know for sure but I bet radio talkshow host Michael Savage would claim he did.
