Ratios can be expressed as quotients.
10m = 14n,
divide both sides by 'n':
10m/n = 14,
divide both sides by 10:
m/n = 14/10.
Fourteen-tenths can be simplified (by dividing by 2/2) to 7/5 which is the same as 1.4

Think of ratios as fractions.
If 10m = 14n then divide both sides by n.
10m/n = 14 Now divide boths sides by 10
m/n = 14/10 Reduce
m/n = 7/5 The ratio of M to N should be 7 to 5.
