i believe it mean with in a 15 mile radius, or your county lines, but im not really sure

It's a code phrase that means, they have no idea where or if it is going to rain exactly because their measurements are not detailed enough.

Weather simulations are very complex, and highly sensitive the quality and quantity of data they are given. Gathering weather information that is accurate and detailed enough for even short term accurate forecasts is almost impossible at present.

Forecasting the weather becomes more difficult for every day in advance you go, and I would not count on accuracy more than three days in the future.

First of all showers refers to precipitation that falls from cumulus type clouds. Now that being said. the nature of cumulus cloud development is random in nature vs a stratus cloud deck that is more evenly wide spread. Take a city 10 miles square, there is not going to be cloud development over every single square block. There may be several that form over this area and than track through the city, thus, one side of the block gets wet, the other doesn't.
