when your body gets warm it pushes veins and blood vessels to the surface to cool your blood. that part of your body may be naturally warmer than other parts and thats why you can see the veins better. its just like when you see an athlete after they are done competing. you can see their veins better because its another way to get your body to cool down.

When you build up muscle, it forces veins to the surface. The more a muscle grows, the more room it needs. Room is limited, so as a result, veins get pushed to where you can see them. Different people have visible veins in different areas, depending on what they do & what muscles they use regularly. If you look at Steve Vai, a legendary guitarist, when he's playing, his hands are covered in veins.

it's not that they're popping out. the veins are so close to your skin that THE sligthest bit out gravimeric pull or force causes the effect

they come out of you body because of the pressure because of gravity it pushes you blood to the ground so they have more blood in the lower vains so if your vain are below your heart they will pop out and if you put you hands above your heart they will go away and they only really show on your arms and legs cause they are the parts with thiner skin hope that helps lol
