evan when the waters cold and i first turn it on it cycles on and off

Your pool heater should not turn off until the water reaches the desired temperature. Somethings to have checked are. Thermostat for proper operation, Make sure you have the required water pressure & that it is maintained constantly. The heater has a water pressue switch that will shut down if water pressure drops.Also it has a high temp limit switch that will shut it down if it is not working properly. If it is a gas pool heater which i assume it is. Then the millivolt electrical circuit may need to be checked for proper voltage to the gas valve.These are things that should be checked by a qualified repair man.

pool heater turns on and off to maintain a certain level of heat in the water. No different than the furnace or hot water tank.

It's suppose to turn off and on to maintain the water temperature.
