If I bought an internal hard drive and put it into an external hard drive enclosure, does that basically turn it into an external drive? If not, what is the purpose of an External Hard Drive Enclosure?

Yep, if you get, for example, an IDE internal drive and an external case for an IDE drive, babooom! You have an external hard drive.

Make sure you get power to go with the case.

It does turn it into an external hard drive. It is a good way to do it because if the hard drive goes you can replace it. If you buy an external hard drive you can't always easily open it up once the drive breaks. It is a cost effective way to go.

Yes.
I did it with a laptop size drive and an external hard drive case and it works well and is pocket sized, for 120GB...not too bad. I also bought both on e-bay which was economical too.
Thats the purpose, of the external hard drive enclosure.

The enclosure is for a 3.5" drive. It has an external power supply which is good with 3.5" drives. Desktop computers use 3.5" drives. Laptops use 2.5" drives. Either size can be connected to a desktop or laptop by usb. There are IDE/PATA/ATA drives and SATA drives. The type of enclosure needs to match the size of the drive and the type, IDE/PATA/ATA or SATA. Unless you already own the Maxtor drive do not buy it. Maxtor is not a reliable brand. Hitachi, Seagate and Western Digital are reliable brands.

yes, what you do is:
1) buy the enclosure
2) insert a HD into the enclosure

It is a backup - case your main HD is gone (can happen anytime)
it is a tool for file transfer between computers
to archive large files
