A citizen's arrest is an arrest performed by a person acting as a civilian, as opposed to a sworn law enforcement officer. Despite the title, the arresting person does not usually have to be a citizen of the country where he/she is acting, as they are usually designated as any person with arrest powers. In the USA, when performing a citizen's arrest it is advisable not to give a Miranda Warning or caution as this could be construed as impersonating a police officer; instead the arrestor should try to remember and tell the police officers anything the detained person has said

Under certain circumstances, citizens can also place a person under arrest and hold that person until the law enforcement officers arrive. This is known as a "citizen’s arrest." The law permits a citizen to detain, or place under arrest, any person who commits or attempts to commit a criminal offense (other than an ordinance violation) in that citizen’s presence. All the citizen making the arrest has to do is prevent the accused from leaving until the law enforcement officers arrive to take the accused into custody.
If someone has placed you under citizen’s arrest, do not resist. While you won’t be charged with resisting arrest if you resist a citizen’s arrest, you may be charged with assault and battery, which is an even more serious crime.

Depends where you live and what the circumstances are. Call your local police station to find out the criteria.
A citizens arrest is basically holding a person for an illegal action until the police arrive.

It is an arrest for a FELONY being committed in your presence, and you can use justified force to detain the felon until the police arrive. You cannot make a citizen's arrest for a misdemeanor.

Holding a person who commits a crime in public without the fear of being sued civilly for false imprisonment or battery. I wouldn't advise it. If u have that much of a ***** for fighting crime, go to the Police Academy...
