I live in Whitby, Ontario... and I have a pretty hideous neighbour. I'd like to plant some plants along the fence that is between our respective yards... but I'm not sure what kind would be best. I don't care about the colors, but my neighbour would call the Town and complain if the plants are TOO high... I just want to block the wretched people out (they're the kind of people that are 'do as I say, not as I do' and will call the Town if you don't clean your driveway within 3 minutes of a snowfall!)

If anyone could help me out, I would greatly appreciate it - and even more so, the privacy!

I have the same problem. I built some box shaped trellis type structures with 2" x 2" s and painted them brick red, then put white shower curtain material on them (they look kind of oriental) they stand about 8' high. They're also really pretty if you put white mini lights around them. Another possible plan is to build a trellis and grow either ivy, or in the summer, scarlet runner beans.

I'd suggest arbor vitae - they grow quickly, tolerate a wide variety of climates, and are available at most nurseries. They are also very forgiving of bad pruning jobs.
