bullets average about mach 2.2 while rocket can go faster than mach 3

Most rockets are faster than bullets. To prove this, put a rocket in a field and load your gun. Let the rocket fly. Fire your gun. Observe how high each ascends before they finally fall. If the rocket had "flown" much higher, then it was faster. If it was the bullet that reached loftier hights, the it was the bullet that was faster. But most rockets will beat a regular bullet, especially rockets that do not fall down back to earth at all- those that go on to orbit earth.

Rockets and guns are different ways of making projectiles go from one place to another. There were and are guns that can send projectiles many times the speed necessary to achieve orbit. That being said most guns send projectiles more than the speed of sound but less than a few times of the speed of sound. Bullets that traveled about 3000 miles per hour would need to be made out of something that would not melt from the air friction. Lead is not such a material. neither are any of the metals that normally are used to coat a bullet.
Rockets accelerate over a longer time than bullets. upon leaving a the launch site a rocket is still traveling relatively slowly and a bullet could easily catch a rocket. After a period of time the acceleration of a rocket that is intended to put a satellite into orbit is above the major part of the atmosphere and is able to travel the many thousands of miles per hour that are required to reach orbit.

a rocket because if you fire a rocket it will go out into space and orbit around the earth... in order for a rocket to leave the gravitational field created by the earth, the rocket would need an velocity of 11800 m/s. on the other hand a bullet only travels at approximately 2000-3000 m/s(depends on the weapon though) and that is why bullets never make it out into space....

Rockets into space, by far. The fastest bullets go less than 2000 mph; spacecraft in orbit go 17,500 mph. Even some airplanes go faster than bullets.

Either can be fast depends on the design. Until recently, only rockets reached the escape velocity of the earth and went into orbit. "guns" are now being proposed that will reach those velocities and put "bullets" into orbit

Bullets from high power rifle are typically just supersonic.
Rockets have to go to 25 times the speed of sound to reach orbit.
I think we have a winner...

Depends at what time.
Bullet faster at first
Rocket after it reaches the faster speed.
Rockets start of really slow then speed up.
Bullets start fast and slow down due to friction.
