If they are domesticated rats I highly doubt it, but wild rats can be very vicious, although i doubt that they can take on a turtle, but it would probably be a good idea to introduce them and see how they interact. If it is bad, keep them away. If it is good your turtle may find a new friend.

How big's the turtle? If it's a little guy, he's definitely at risk from rats, if they're so bold as to come out and be visible with you being in the yard. Don't leave your turtle unattended outside anywhere, not only rats, but various birds, snakes, raccoons, etc. also find turtles to be quite tasty.
