--Memory- You need sufficient memory to run either Internet Explorer, Firefox, or Safari
--Processor*- Your computer will need a good processor if will handle lots of information from the download. Also if you download a big file your processor will have to deal with the data it need to write to the disk, because the stuff you download goes to a RAM sort of place, more like Cache.
--Hard Disk Space: If its a big download make sure you have the disk space for it. And the space for the program. Also if you want faster read/write speed make sure its a 7200 RPM HD. How fast your drive can read/write also depends on the processor.
--Transfer Rate: If you have broadband your standard speed is 100 Mbps. If you dont have broadband , i really really suggest you which to it. Even if your Internet Service provider (ISP) says that its faster , they're wrong!!!!
The Fastest i have seen BASIC Broadband go is 100 Mbps
The Fastest i have seen BASIC Broadband go (on a wireless-g card and router) is 54 Mbps
The fastest i have seen DSL go is 768 Kbps
The Fastes i have seen BASIC Dial-Up is 44 Kbps
Also how fast you download things also depends on the source's server. If its and old server and they use DSL, thr transfer rate will be much lower. If they have good connections and good servers the transfer rate will be better.I recomend for best speed when downloading is not to use up any more of your bandwith than you need, which basically means only leave the download open , DO NOT use any thing else that uses the internet, i have noticed that if i leave the download to be the only thing using my internet it download faster.
* NOTE: the CPU mean Central processing unit, which is the Box that has the computer in it. The more correct term is Processor
** Modern Computer Specs (suggested) **
---Processor: Intel or AMD processor at 2.4 GHz or faster
(Intel Core Duo or AMD X2 would be better though)
---Memory: System RAM should be atleast 1 GB , 512 MB is barely enough.
---Video Card: Integrated Graphics is OK if you dont do hardcore gamming. But you may need to upgrade if you want to watch HD-TV with Media center. Also make sure it has its own memory of 128 MB of RAM and it is not shared with system RAM , this does not apply to integrated graphics
--- Hard Drive: atleast 80 GB and Higher with the drive spinning at 7200 RPM, NEVER settle for drives with lower speeds!!!
---Sound Card: If you intend of watching you movies on your computer and you want theater sound quality you may need to upgrade, If not then integrated sound card is ok.
---Optical Drive: I suggest using a Drive that can burn/read CDs and DVDs

Well you are saying downloading instead of transfering. So I assuming that you are talking about the internet. It goes about the internet speed not so much your computer. Faster internet = faster speed. If you mean transfering like in files on the computer to a flashdrive or something, then the hard drive would most important. 7200+ most defiantly

NONE of that will give you fast download & have nothing to do with the speed, your download speed depends on your internet connection; dial-up or DSL or cable or T1/T3.
