Go to the link below for pictures.

Step 1: Loosely roll up several sheets of crepe paper in your school colors. For a multi-colored pom, use different colored layers. To get fancy, you can even add a sheet of metallic silver or gold!

Step 2: Tape the center and cut several strips from each end to the center tape. The more strips you cut, the thinner your final strands will be.

Step 3. Separate the strands and ruffle them up. Scrunch them into your hands and then spread them out again.

Step 4: Experiment with different length rolls and different width strips for your favorite look before teaching it to a youth clinic. These are also great inexpensive add-ons to locker decorations!

I know this sounds weird but I made pom poms for my daughters squad and I used shower curtain liners and cut them into narrow strips. Stack them on top of each other alternating colors. Put a rubber band in the middle very tight. Go through the entire pom pom and separate each strand onto opposite sides, like one strand right and the next strand left, etc. Just remember to use shower curtain liners and not the actual curtains. The liners are not as thick and fluff out better. Make the strips about one foot long so when you fluff them out you have the smaller poms that cheerleaders use now and not the really big kind from years ago. Good Luck!!
P.S. I wouldn't use crepe paper or tissue paper because they will tear to easy and are hard to handle without tearing them.

In addition to Eric Cartman's great advice you could go to the dollar store and get jump ropes to use for the handles....look around they may even have pom poms
