1- If you have a separate sound card, make sure the drivers are installed
2- Double click in the horn icon in the bottom right corner of your desk and make sure the volumes are set properly.

Check to see if your master volume level is low. To do this, go to control panel> sounds and audio devices. You should see a slider just crank it up to max. If it's still low, then click the “advanced tab” and raise the volume level of “Wave.”

It would have helped if you'd specified the model and software.
However, please double click on the audio icon in the system tray and check the settings of your Volume and devices.
It might just be that they've been toned down.
