Thats not a good sign. The computer isn't producing a video signal. Try checking the monitor cables to make sure they are snug. If they are there is something wrong with your PC most likely.

I have one suggestion. Turn off the PC, and Unplug it. next, discharge any static buildup by touching something metal that's grounded, like a lamp or the fridge.
Open the PC's case, and pull the video card out. take a soft cloth and clean the connectors (DON'T TOUCH THEM) Then, very carefully, re-seat the video card, making sure to put the little screw back into the hole. ( usually a phillips (+) head screwdriver is required for this)
Button the system back up, and connect the following to your CPU in this order:
Keyboard
Mouse
Monitor (make sure the connector is snug)
AC Power
Make sure the monitor is on.
Turn on the computer
If it boots up fine and you see the image, congratulations, you've just reseated the video card and fixed your dilemma!!!
If it doesn't, I would take it back to the tech who worked on it, and tell him to fix the problem for free. If the monitor's light is on, then you know the monitor is getting power. Perhaps the tech broke something and didn't inform you about it?

The resolution that your computer is set too might not be compatible with the monitor you are using. Try to start up your computer in safe mode by repetedly pressing the F8 key while turning on your computer to get to the boot menu. Also, try a different monitor or graphics card. Also (again), see if you have the right drivers for your graphics card.

It is not getting power to the monitor. On a Mac iBook, it means it needs to charge but the monitor still works. On a PC if your video card goes bad, the computer beeps 7 times when you turn it on. If the monitor is broken it will not tell you.

The monitor light turn orange when it's in standby mode. In your case it means that it did not receive a signal from your PC. Recheck all your connection and cable,especially the video card. Don't forget to check the cable from your motherboard to the power switch. You may need to unplug it and reverse the polarity.

Can you boot into the BIOS..check your systems manual for which key to press at boot up..see if you can boot into safe mode.
Also check inside your computer in case the video card isn't seated in it's slot properly...if you don't know how to do it ask someone who knows...was it you or someone else that did the work?
Check the Power Option Properties by right clicking on your desktop..then click on the tab "Screen Saver" then at the bottom you should see.."Monitor Power" click on "Power"...now look at "Power Schemes" check to see if your monitor is set to power down after a specified time..you can change it to "Never" if it is set for a specific time of inactivity.

If you have a separate video card and not an on-board one it may be loose, take it out and reinstall it correctly making sure it is all the way into the slot. It you have an on board video chip, go into you bios and make sure it is enabled. Depending on you motherboard, tap the Delete key, F1 key or F10 key while it is booting to get to the bios. Find the setting for the video and make sure it is enabled. Also, recheck that you cable are pushed in all the way and tight.
