Of course. I'm a girl and even I do it. Just make sure the shirt you wear underneath is a solid color. Make sure you don't wear like an orange polo with a striped shirt underneath, or a black shirt under a white polo.

It is the fashion for many people who work in "uniforms". Many people, such as grocery store workers are required to display their short sleeved work shirts on top of any other clothing. In cold weather, or when you must work in refrigerated or frozen containers, several layers of clothing help to keep you warm. I say, if it works for the store workers to wear a complementing color or a white or black (thin) long sleeve shirt under their short sleeve shirt and if Bostonians can get away with wearing shorts with sweaters, then go ahead and make a fashion statement. Its always okay to wear more than one shirt in cold weather and in some other occasions. When I dress up for a country night, I think a black tshirt under my long sleeve western shirt looks even better than just the one shirt, so why not mix long and short sleeve the other way if the short sleeve shirt is either uniform or makes a statement.

I dont think its stupid looking.. but i wouldn't pair different colors together, just put white underneath or black depending on the shirt.. but long sleeve polo's are everywhere too so try those

Yeah, it works. At my old job we had polo shirts and in the winter it'd get cold so we wore long sleeved shirts under them. It looked fine.

There are shirts sold now with long sleeves under a short sleeve shirt. Most of them to me looks tupid cause the colours don't go. I don't think the layer look is cool, even for women. But thats just me.
