First you have to register your domain. like at network solutions or domain.com
Then for software, you could get the really highend stuff like dreamweaver. OR you could get something like frontpage, whcih I have worked with adn found very easy

Hi,
We were in the same mess you are in until we found an affordable hoster called JBT Web Hosting Services. They do everything for you. You just tell them what you want and they do the rest. I'm note sure what they use. I do know it cost $600.

I use microsoft front page, and i was a newbie, its not so hard to learn how to use the software.

microsoft office. then they have a program on it called publisher.
