Walt Disney did a lot of experimenting combining people and cartoon animation all through his career--some of his first silent cartoons in the 1920's were about a little girl named Alice who played with animated animals in a cartoon world.
In the 1940's, Disney's two short features Saludos Amigos and Three Caballeros had sequences mixing live and cartoon animation. Both of these are out on DVD.
His 1946 feature Song of the South is the most well-known (and best) combination live and cartoon movie up until Mary Poppins. Sadly, it's currently unavailable in the US for viewing. Maybe some day.

There's an older movie (1992) called "Cool World".
It has Brad Pitt and Kim Basinger in it and involves characters from the cartoon side turning into humans and vice versa.
