When a weather report says there will be SW winds, does this mean the wind is blowing to SW or from SW?

Next time you have a windy day, go out to an open field, away from buildings and trees, and see which direction the wind is blowing.

You'll find that it's blowing FROM the reported direction. If you face that direction, the wind will be blowing in your face.

Wind direction is always given for the direction the wind is coming from. A northerly comes from the north, a southerly from the south. This is an international convention and every country in the world reports wind directions the same way.

I think it will be SW for what I think is that they name the wind from where it originated because if they will name it to the direction its heading to, they might guess for there are possibilities that the direction of the wind change due to certain factors like the rotation of the earth, the change from low-pressure area to high-pressure area and the unequal heating of the earth.

Winds are always from, in the US anyway. I suppose other countries could describe them differently on the news, but I know at least for aviation, it's all standardized to be "from".
